Allows you get to know the other bloggers, especially if you regularly comment. And it brings you some more visitors long term :o I comment on blogs the most I can to leave my opinion/appreciation. But I don't seem to get as many comments as I think I should with what traffic I get on my blog. I suppose my visitors are a bit shy. That or my posts suck terribly.
